From what I'm finding on Google, it's only about 3 miles, and she shouldn't have to be on any major roads, so it should actually be quite easy. There will still be lots of cars , and yes, people in cities are rude and aggressive, but it'll be pretty minor.

It would indeed be easier if she could take off earlier in the afternoon, but the problem is that if she leaves at 4, she's through Sarasota before it gets bad, but it puts her in the absolute WORST possible traffic period in Tampa.
